HOV

So I was driving to work this morning and I noticed something. The HOV lane that I despise so much has one redeeming virtue. Lawless bandits that decide to drive in the HOV lane with only one person in the car practice lane discipline. Despite breaking an unjust law and using the HOV lane to pass other vehicles, they pass in the HOV lane (correctly on the left), then immediately get back over into the regular flow of traffic. Presumably to avoid getting an exorbitantly overpriced ticket. If only there were laws that could encourage this sort of practice without the waste of a useless, traffic congestion causing lane.
